主旨：有關天然災害期間停止上班及上課（以下簡稱停班停課）之規範，係給予公教員工及學生採行相關災害預防處理措施，請查照並廣為宣導。
說明：
一、查現行政府各機關及公、私立學校因天然災害發生停止上班及上課情形，係依「天然災害停止上班及上課作業辦法」規定以停班停課登記，惟傳播媒體及一般民眾大多以颱風假稱之，但該停班停課情形並非屬「公務人員請假規則」所定之法定假別，合先敘明。
二、因應近年來全球氣候暖化，臺灣氣候變化所致災型態已不侷限於颱風，尚有水災、震災、土石流等其他天然災害，且各通報權責機關發布停班停課之目的，係為使人員對於天然災害採行事前之預防、事中之處理及事後之復原等一系列之因應措施，以達政府與全民一體齊心抗災之效用。為免外界對於慣用之颱風假有所期待並予以正確教育，對外應以「災防假」稱之；又該停班停課之重點在於災害預防處理，而非放假。
