勤休制度及「行政院與所屬中央及地方各機關（構）公務員服勤實施辦法」工時規範重點宣導：
查司法院釋字785號解釋略以，公務人員服勤時間及休假制度，除滿足行政組織運作目的與效能外，亦應致力於維護公務人員之身心健康，考試院遂修正公務員服務法第12條，每日正常工時不得超過12小時，延長辦公時數，每月不得超過60小時，行政院復針對工時上限之例外情形訂定行政院與所屬中央及地方各機關（構）公務員服勤實施辦法，明定每日工時及每月工時上限，請各級主管人員應覈實指派加班並衡酌加班之必要性、合理性及急迫性，又加班後應給予適當之休息。如同仁係為搶救重大災害、處理緊急或重大突發事件、辦理重大專案業務，每日工時及每月延長辦公時數，分別以不超過14小時及80小時為原則；且每日工時超過14小時，或每月延長辦公時數超過60小時者，應於事由發生之日起1個月內報桃園市政府備查。另如為辦理季節性、週期性工作，每日工時不得超過12小時，每月延長辦公時數不得超過80小時；且每月延長辦公時數超過60小時者，應事前經桃園市政府同意，並以2個月為限，必要時得再延長1個月。對於當月加班時數達45小時之同仁，單位主管應主動關心，檢討業務分配及人力調度，並針對該員工時進行分析並提出改善建議。
