一、依據本府108年9月11日府法消字第1080230203號函辦理。
二、旨案係臺中市政府因近年來常接獲高額教學套書的消費申 訴案，經分析發現教材業者有傾向以新住民、單親、低收 或中低收入戶、隔代教養家庭等弱勢民眾為客群的現象。 業者通常以買教材比補習划算為推銷話術，讓弱勢家庭誤 以為教學套書與補習服務相似，又可以達到省錢的目的， 誘使消費者衝動購買分期金額低廉，但高總價(高達十萬 元)之教材。然而購買教學套書並不像補習服務可以讓消費 者在負擔違約金後有終止服務的機會，套書教材一旦成立 契約，消費者將無法任意終止契約並停止繳納分期貸款費 用。為有效提醒民眾教學套書糾紛的嚴重性、減少弱勢民 眾及新住民了解相關權益，避免落入消費陷阱，故製作「升學教材真的便宜嗎？!」DM(含國語、越南語、印尼 語、英語及泰語5種語言版本)及「套書(教材)買賣停看聽 宣導2D動畫」(含國語、越南語2種語言版本)提醒民眾。
